【摘要】:ThisEuropeanStandardspecifiesthedeterminationofS,Cl,FandBrinsolidrecoveredfuelsofvariousoriginandcompositionaftercombustioninoxygenatmosphere.Thismethodisapplicableforconcentrationsover0,025g/kg,dependingontheelementandonthedeterminationtechnique.Inthecaseoffluorinethismethodisapplicableforconcentrationover0,015g/kg.Insolublehalidesandsulphatepresentintheoriginalsampleorproducedduringthecombustionsteparenotcompletelydeterminedbythesemethods.ThisEuropeanStandardprovidesrecommendationsconcerningstandardisedmethodsfordeterminationofhalidesandsulphateinthesolutionobtainedaftercombustion.

【摘要】:1.1PurposeThepurposeofthispracticeistodefinegoodcommercialandcustomarypracticeintheUnitedStatesofAmericaforconductinganenvironmentalsiteassessmentofaparcelofcommercialrealestatewithrespecttotherangeofcontaminantswithinthescopeofComprehensiveEnvironmentalResponse,CompensationandLiabilityAct(CERCLA)(42U.S.C.9601)andpetroleumproducts.Assuch,thispracticeisintendedtopermitausertosatisfyoneoftherequirementstoqualifyfortheinnocentlandowner,contiguouspropertyowner,orbonafideprospectivepurchaserlimitationsonCERCLAliability(hereinafter,the"landownerliabilityprotections,"or"LLPs"):thatis,thepracticethatconstitutes"allappropriateinquiryintothepreviousownershipandusesofthepropertyconsistentwithgoodcommercialorcustomarypractice"asdefinedat42U.S.C.9601(35)(B).(SeeforanoutlineofCERCLA''sliabilityanddefenseprovisions.)Controlledsubstancesarenotincludedwithinthescopeofthisstandard.PersonsconductinganenvironmentalsiteassessmentaspartofanEPABrownfieldsAssessmentandCharacterizationGrantawardedunderCERCLA42U.S.C.9604(k)(2)(B)mustincludecontrolledsubstancesasdefinedintheControlledSubstancesAct(21U.S.C.802)withinthescopeoftheassessmentinvestigationstotheextentdirectedinthetermsandconditionsofthespecificgrantorcooperativeagreement.Additionally,anevaluationofbusinessenvironmentalriskassociatedwithaparcelofcommercialrealestatemaynecessitateinvestigationbeyondthatidentifiedinthispractice(seeSections1.3and13).1.1.1RecognizedEnvironmentalConditionsIndefiningastandardofgoodcommercialandcustomarypracticeforconductinganenvironmentalsiteassessmentofaparcelofproperty,thegoaloftheprocessesestablishedbythispracticeistoidentifyrecognizedenvironmentalconditions.Thetermrecognizedenvironmentalconditionsmeansthepresenceorlikelypresenceofanyhazardoussubstancesorpetroleumproductsonapropertyunderconditionsthatindicateanexistingrelease,apastrelease,oramaterialthreatofareleaseofanyhazardoussubstancesorpetroleumproductsintostructuresonthepropertyorintotheground,groundwater,orsurfacewateroftheproperty.Thetermincludeshazardoussubstancesorpetroleumproductsevenunderconditionsincompliancewithlaws.Thetermisnotintendedtoincludedeminimisconditionsthatgenerallydonotpresentathreattohumanhealthortheenvironmentandthatgenerallywouldnotbethesubjectofanenforcementactionifbroughttotheattentionofappropriategovernmentalagencies.Conditionsdeterminedtobedeminimisarenotrecognizedenvironmentalconditions.1.1.2PetroleumProductsPetroleumproductsareincludedwithinthescopeofthispracticebecausetheyareofconcernwithrespecttomanyparcelsofcommercialrealestateandcurrentcustomandusageistoincludeaninquiryintothepresenceofpetroleumproductswhendoinganenvironmentalsiteassessmentofcommercialrealestate.Inclusionofpetroleumproductswithinthescopeofthispracticeisnotbasedupontheapplicability,ifany,ofCERCLAtopetroleumproducts.(SeeX1.7fordiscussionofpetroleumexclusiontoCERCLAliability.)1.1.3CERCLARequirementsOtherThanAppropriateInquiryThispracticedoesnotaddresswhetherrequirementsinadditiontoallappropriateinquiryhavebeenmetinordertoqualifyfortheLLPs(forexample,thedutiesspecifiedin42U.S.C.9607(b)(3)(a)and(b)andcitedinAppendixX1,includingthecontinuingobligationnottoimpedetheintegrityandeffectivenessofactivityanduselimitations(AULs),orthedutytotakereasonablestepstopreventreleases,orthedutytocomplywithlegallyrequiredreleasereportingobligations).1.1.4OtherFederal,State,andLocalEnvironmentalLawsThispractice......
